After you first claim your team you should do the following:

FREE AGENCY RULES
You can execute basic re-sign and trade deals.
Example: You resign one of your free agents and then deal them to another team
You can not trade free agents.
Example: You can not trade people who are currently Free Agents
You can trade free agents you just signed.
Example: I sign a free agent that was not on my team and trade him to another team
Max years for a contract is 5.
Example: The maximum amount of years you can offer for a contract is 5, not 7. "I offer Ray Allen a 5 year contract for $50 million, $10m a year."
No Max contracts, whoever bids the most money gets the player.
Example: You can bid everything you have on one person, even if you have $30 million in cap space. There is no max amount of money, just years and percent increase.
The minimum bid is $500,000.
Example: You must offer atleast $500,000. "I offer Larry Hughes a 1 year contract for $500,000.
The minimum increase for a bid is $100,000.
Example: You must increase a bid by atleast $100,000. "I offer Larry Hughes a 1 year contract for $600,000.
Salary Cap
The Salary Cap is set at $68,000,000. If you are already over the cap, you can spend the MLE and the LLE. If you are under the $68,000,000 cap by more than the MLE, you will not get the MLE and can spend as much money as you can until you reach the $68 million limit.
Mid Level Exception
If a team has a total payroll of less than $63,000,000, they forfeit the MLE. Each team that spends more than $63,000,000 gets the $5,100,000 exception to sign players. The MLE can be split and used to sign more than 1 person.
Bi-Level Exception (or LLE)
A team can only use this once every two years, so if you used it last year, you forfeit it this year. Every other team gets one. It is worth $1,700,000 and can also be split and used on more than one person. Every team will get this whether you are over or under the cap.
Free Agency is pretty simple, but there are some rules that need to be followed. There will be no maximum bid, so the highest bidder will get that player. If an offer stands for 24 hours then the bidding has officially ended and that team claims that player. A team has 24 hours to match a Restricted FA's offer. If a team is over the cap but has a FA they can do two things. 1st: They can allow that player to leave via FA and use their MLE on another player. 2nd: They can match any offer for that player but they give up their MLE. If a team has 2 FA's then they must choose between the two. Teams will not be allowed to go over the cap tp sign more then one of their own FA's. If a team opts to sign his own FA and go over the cap then they cannot sign any other FA's. Every team will get a LLE whether you are over the cap or under it. The LLE is a deal for 1.7 million dollars. Teams that are over the salary cap or have less then 5.1 million in cap space will get a MLE. The MLE exception can be used on 1 player or more then one, depending on how much you want to spend on each player. When offering a contract, the longest you can offer is 5 years. To make everything easier there can be no increase in salary from year to year. Example: If I offer Ben Wallace a 5 year deal starting at 12 million, his salary will stay at 12 million for the 2nd 3rd 4th and 5th years. If Cleveland offers a 4 year 13 million per year deal then my deal would beat his. When making a contract offer make sure you say the total amount of money. It doesn't matter how long the contract is, the total amount of money always wins. In order to outbid another team for a players services, you must increase the starting salary by at least 100,000.

Washington Wizards offer Ben Wallace a 4 year 48 million dollar deal with a yearly salary of 12 million dollars.
TRADES
All trade negotiations should be through PM's.
In order for a trade to be approved 3/5 of the commitee must approve of it. This is a way that it is simple, easy, and effective in approving a trade. There will be no arguements on trades as commitee members should pretty much approve of anything that works under the salary cap. If you are a commitee member and are involved in a trade then you will not be able to vote on it.
You can include a minimum of $100,000 in trades and a maximum of $1,000,000 in trades. However the money would come out of your cap and go into the other persons. Your salary cap can not dip below 55,000,000 though and teams should be releinquished to give up cash unless you really like the deal. I don't want to see cash in every deal . This is just for when you can't come to terms.
TRADE BLOCKS:
The trade block is for teams to post players they are shopping around and for other teams to state that they are intersted in any of those picks. That is all that should be posted in the trade block threads.

*Backing Out Of Any Trade:
Once you have accepted a posted trade in the submitted trade thread, you may not back out of your end of the deal. Trade talks in PMs are not factored into this rule. In order to have a trade voided, both sides must agree to back out. One side may agree to compensate the other by sending a draft pick or cash in order to have them agree to back out.

The MLE for this league is $5,000,000
For those of you who do not know what MLE is, it is basically extra money for teams that are over the cap. You may sign free agents with this money. This extra 5 mil is only for teams over the salary cap. If you are under by even 1 dollar, you do not get the extra 5 mil.
This is not free money every year, if you sign a player to a multiple-year contract, then it uses your MLE for all of those years. The money will count towards your salary cap, even if you go back under the limit.
When bidding on a FA while using MLE, please post it like:
The Bucks offer their full MLE of $5,000,000 to _______ for 5 years, totaling $25,000,000
How to Release a Player:
If any team wants to release a player that is under contract then a player buyout is necessary.
*You must post a new thread in the 'Player Release' section. The thread must contain the player, his name, overall rating and his salary, written in full six figures ($000,000).
*Once the player is released (into free agency), he must still remain on your 'Team Salaries' page until his contract expires. The player however, will no longer count as one of your team's 15 players.
*You must pay the contract no matter what. It does not matter if another team signs him. You have to pay the initial contract.
*Your team must not go below 12 players.
ROOKIE DRAFT:
**Each GM has a maximum of 10 hours from the moment of the previous pick to make their own pick.
**The draft will therefore last at least a week, if not 2 weeks.
**Teams without GM's will have their picks made for them by the staff.
**Send in a mini draft board if you don't think you will be able to make your pick in time.
**GM's who do not pick in the 10 hours allotted will automatically be given the 5th best player available. This will be your penalty for not giving us a draft board.
**Each GM can make their pick official by posting in response to the official thread. GM's should be warned that they cannot change their minds once they've posted their pick.
**Do not offer trades within the Draft Thread, please keep to PM's.

**Each GM can make their pick official by posting in response to the official thread. GM's should be warned that they cannot change their minds once they've posted their pick.
**Do not offer trades within the Draft Thread, please keep to PM's.
